History of the Office of the Permanent Secretary,
the Prime Minister’s Office



The Office of the Permanent Secretary, the Prime Minister’s Office, was established on April 14, 1960, by the Act on the Administrative Organization of the Office of the Prime Minister (No.7), B.E. 2503 (1960) whose job had been transferred from the Department of the Official Inspection. At the beginning, the executives of the Office of the Permanent Secretary, namely, the Permanent Secretary, the Deputy Permanent Secretary and the Assistant Permanent Secretary were political officials and were subsequently altered to ordinary civil servants by the Act on the Administrative Organization of the Office of the Prime Minister (No.4) B.E.2508 (1965).
                       Later on, the state administration was revised by the Declaration of Revolutionary Party No.218, dated 29 September 1972 (B.E.2515), and in 1991 there was a proclamation of the Act of State Administration, B.E.2534, which has come into force up to the present time. The Act assigns the Office of the Permanent Secretary to be responsible for carrying out any general administrative work of the Office of the Prime Minister and other official matters that are not within the prescribed duties and responsibilities of any particular departments of the Office of the Prime Minister; supervising and following up the performance of the government departments under the Office of the Prime Minister in accordance with the policies; and guidelines and operational plans of the Prime Minister’s Office, except for official matters that are carried out by government agencies reporting directly to the Prime Minister. In addition, the Permanent Secretary is assigned as the superior official in charge of the officials in the Office of the Prime Minister, except for officials of the government agencies reporting directly to the Prime Minister.
