“Information and Communication Technology Center” is a bureau-level government agency that reports directly to the Permanent Secretary of the Prime Minister’s Office. It was established on 23 May 2006 by the ministerial regulation on the organisation of the Office of the Permanent Secretary of the Prime Minister’s Office B.E. 2549 (2006). Information and Communication Technology Center  is responsible for any information technology and communication matters of the Office of the Permanent Secretary including government agencies under the supervision of the Permanent Secretary. (the Office of the Permanent Secretary of the Prime Minister’s Office, the Government Public Relations Department and Office of the Consumer Protection Board)

 

Before Information and Communication Technology Center was founded, the first  government office carrying out information technology tasks of the Office of the Permanent Secretary of the Prime Minister’s Office was established on 8 September 2000 (B.E. 2543) under the name “Information System Development  Center” which belongs to the Policy and Planning division. It was assigned to develop systems and implement plans for the Office of the Permanent Secretary. It also worked as the information center of the Office of the Permanent Secretary as well as the information center of government agencies and the executives of the Prime Minister’s Office.

 

In 2006, information technology of the Office of the Permanent Secretary increased its role. In addition, the government assigned the office to manipulate central database. The structure of Information System Development Center was adjusted on 23 May 2006 according to  the ministerial regulation on  the organisation of the Office of the Permanent Secretary of the Prime Minister’s Office B.E. 2549 (2006). Since then, the Information Technology and Communication Center was formed to undertake technology information and communication matters of the Office of the Permanent Secretary of the Prime Minister’s Office until now.


 
  1. To formulate a master plan on information and communication technology for the Office of the Prime Minister and the Office of the Permanent Secretary
     
  2. To design, establish and develop the information and communication technology system for the Office of the Prime Minister and the Office of the Permanent Secretary
     
  3. To manage the information and communication technology system for the Office of the Prime Minister and the Office of the Permanent Secretary
     
  4. To be an operation center for the office of the Prime Minister and the Office of the Permanent Secretary
     
  5. To promote and support e-Office Management
     
  6. To give advice and suggestion on information and communication technology to agencies within the Office of the Permanent Secretary
     
  7. To co-operate with or provide support to other concerned agencies as assigned
     
 
 
  1. To develop the agency's staff in order that they are equipped with knowledge, competence, skill and positive attitude towards information and communication technology during their duties
     
  2. To develop the agency's information system / its data center and connectivity system to provide support for the agency's mission  


 
 
  • Strategy 1 : To develop an information and communication technology system to support public services in compliance with good governance principles
     
  • Strategy 2 : To develop an information and communication technology system in order to enable the agency to successfully accomplish its mission along with good governance
     
  • Strategy 3 : To develop an information sharing and standardization system
     
  • Strategy 4 : To develop information and communication technology infrastructure more  effectively
     
  • Strategy 5 : To develop staff in order that they become proficient in information and communication technology

     1. Information Database Managemen Division
         The overall duties are as follows :
  • To study, design, develop and manage software and information system to meet demand of system user, including front office, software development and back office
  • To develop work system and database supporting  the government's urgent  mission under government's policy and cabinet's resolutions
  • To develop e-Inverstigation system in order to provide support for integrated official inspection
  • To code and standardize  database for cooperation among ministerial agencies
  • To provide advisory and information exchange services
  • To carry out a project on database and software development  coordination
    2. Information and Communication Technology Management Division
        The overall duties are as follows :
  • To manage information and communication  technology, network systems and safety related systems
  • To set standard for information technology systems and network communication systems to provide network connectivity for agencies
  • To carry out Inter-Ministerial cooperation programs on information and communication infrastructure
  • To develop and design information technology and network connection in order to provide support for the Office of the Prime Minister's mission accomplishment, the government's urgent policies and the cabinet's resolutions
  • To provide suggestion, advice and coordination on information communication technology 
     3. Planning and Information Service Division
         The overall duties are as follows :
  • To formulate a master plan on information and communication technology for the Office of the prime minister and the Office of the Permanent Secretary
  • To study, analyze and propose a policy on information and communication technology development for the Office of the Permanent Secretary
  • To operate an information center for the Office of the Permanent Secretary
  • To develop action plans and action plan reports
  • To develop a performance agreement for the Center
  • To perform secretarial duties for the agency's information and communication technology committee / sub-committees / working groups
     4. General  Administration Subdivision :
          Is responsible for carrying out administrative work
